Add OpenPGP support to Tor Messenger

We should add an possibility to send messages without the two partners are online. So I think, OpenPGP is necessary.

We're considering various cryptographic protocols in #17457 (closed). Also, see the section in the FAQ.

While I agree that a cryptographic protocol supporting the offline use case is desirable, that's most likely going to be #17457 (closed) (as I said) or some flavour of the TextSecure protocol.
