Chutney tests for IPv6-only clients

Once clients can bootstrap over IPv6 (#17281 (moved)), chutney should add a torrc template and network containing IPv6-only clients

The extra tests are:

• client-ipv6-only: test that an IPv6 client can bootstrap and transmit data
• hs-client-ipv6: test that an IPv6 client can connect to an IPv4 HS
• hs-ipv6: test that IPv4 and IPv6 clients can connect to an IPv6 HS

I've also tested that existing chutney networks work for 0.2.7 (which has no client IPv6 support), and master.

Merged in chutney commit 696a55c, #20069 (moved) is the corresponding tor make test-network-all change.
