Script to monitor removed entries from bad.conf

We'll be removing some IPs soon from bad.conf and we need a DocTor script to monitor those for a while so if they come back online we'll be informed so we can proceed to further test and investigation.

The current plan is to remove all entries in bad.conf that are one year old at least. We should monitor them for at least 4 to 6 months imo. Expect IPs and also Network range.
