Add RSOSIntroductionPoints feature

If a rendezvous single onion service chooses its own introduction points, and they are nearby, it gets better latency than choosing random introduction points.

There's a denial of service risk if they all go down, but RSOS has that risk anyway.

This is similar to the Tor2webRendezvousPoints feature.

To upload designs, you'll need to enable LFS and have admin enable hashed storage. More information
