Exempt Graphite preference from Security Slider

Mozilla is disabling Graphite on the releases channel for the time being. We should exempt the pref from the security slider and follow Mozilla here.

r=mcs, r=brade This looks fine to us along with the change Mozilla made to the default pref value (which you already pulled into tor-browser).
