Ctrl+Shift+U shortcut on GTK systems does not work with focus on textboxes
https://blog.torproject.org/blog/tor-browser-60-released#comment-183119 reports that our new circuit shortcut is not as universally usable as we thought. :(

press f12 and try new identity shortcut Also it doesn't work when Torbutton is pressed (both shortcuts).

So Ctrl+Shift+U is the GTK hotkey for numeric Unicode codepoint entry. Hence Firefox's warning about Ctrl+Shift+U (code for the specific combo originated in this Bugzilla comment).
Probably nothing that can be done here, unless you want to change the New Identity hotkey to something else.
