Make sure that connections are closed before we shut tor in Tor Browser down
While reviewing #20111 (moved) I came across the problem that Firefox is still trying to do connections during shutdown if tor has already quit. This is scary and we should make sure that all connections are closed first before we shut down tor.
(Assuming no requests actually happen this is "medium" severity)
