Review and close remaining Torouter tickets

According ticket:3790#comment:9 the torouter idea is ancient history. So maybe remaining Torouter tickets should be reviewed and closed if they're not related to active projects.

Going through and reviewing these, any that are clearly no longer relevant are being closed. Those that may still be relevant I'll leave for now. Any that are closed have their parent ID set to this ticket so that it's clear which ones have been closed.
