DirAuths should expose bwauth bandwidth files

Currently, DirAuths that vote on bwauth files do not expose the raw voting file they used. This data would be good to archive for debugging and transparency purposes.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
