Permission to commit to torflow

Mike: teor has written a bunch of patches to torflow that I just saw recently. I'd like to get permission to commit to torflow to avoid bugging you to commit teor's patches. I expect to only commit things that are very certainly fine, such as #20580 (moved), #20467 (moved), and #20457 (moved). Other ones, like #20619 (moved) I'll read through and then ask you to confirm my thoughts if I think it's fine.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
