Add a NoEdConsensus flag to Atlas

This would indicate to operators that they'd need to fix the keys on their relay.

Key pinning might obsolete this flag: I think it means that relays with NoEdConsensus are excluded entirely from the consensus.

There is already code in Atlas for this but it's currently commented out because there isn't an icon for it yet.

I have written a patch that uncomments the code and uses the question mark icon we already had. The tooltip text seems to reflect what is in dir-spec.
