Fix fd leak-on-close from tor-fw-helper pipe
See discussion on #4296 (moved), in particular asn's comments. It seems that we can sometimes leak a file descriptor on exit when we're using tor-fw-helper.
Marking as very low priority since almost nobody uses that feature afaict.
To upload designs, you'll need to enable LFS and have admin enable hashed storage. More information
