prop224: Validate received onion addresses on the client side

This is a ticket to remind ourselves that we on the client-side we need to validate onion addresses using the validation routines introduced in #22006 (moved).

Please see branch bug23019 in my repo. The feature is pretty simple, but breaks a few unittests so I added a squash commit that addresses that part.
