circuit: Add a log_info() when marking a circuit for close.
This doesn't happened too often and would be extremely useful to be able to track a circuit id from its creation and closing in the info logs.
Basically adding it in circuit_mark_for_close_() with its reason value, file and line.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
