Write a design document for the bandwidth control port interface for Android devices

We should investigate and write a design document for a bandwidth control port interface for Tor on Android devices. Ideally in a manner that might be useful on iOS as well.

Ideas that could be worth taking into account:

  • Only download certain objects when we have "good" internet connectivity?
  • Should we listen to online/offline information from the platform? Could this be used to isolate users and make them unable to connect to the network?
