Prepare for increase in bandwidth statistics reporting interval from 4 to 24 hours

Very soon, Tor relays and bridges will increase their bandwidth statistics reporting interval from 4 to 24 hour intervals (#23856 (moved)). We had a similar situation with the increase from 15 minutes to 4 hours 2.5 years ago (#14984 (moved)). We'll have to handle this case similarly.

In theory, this change shouldn't cause any trouble. But if we want to be extra sure we could rewrite some descriptors and feed them into Onionoo (and maybe even other tools) and make sure that nothing breaks.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
