We should enable ASLR for library builds on windows

ASLR is a windows feature that randomizes the address space to make it harder to write exploits. Thanks for special's patch in #2358 (moved) , Tor now builds with ASLR turned on, but it's not so useful unless all of our libraries use it too.

I don't anticipate much trouble from zlib and libevent; openssl might be less than delightful here.
