Update Offline Keys Troubleshooting tor support "tor --key-expiration sign"

In Tor 0.3.2.1 alpha A command tor --key-expiration sign was added that will show the expiration date for a signing key certificate. The documentation on https://trac.torproject.org/projects/tor/wiki/doc/TorRelaySecurity/OfflineKeys#Troubleshooting needs to be updated to reflect this new command.
