warn if entrynodes set but useentrynodes 0

#2566 (moved) got bitten by setting entrynodes on their torperf run but torperf sets useentrynodes to 0 so it can approximate the behavior of every user.

Seems like we should warn the user if they do this.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
