Add new Tor Browser locales to our website

#27129 (moved) landed and we should add those new locales to our website, for the alpha release.

added TorBrowserTeam201808R component::applications/tor browser owner::tbb-team priority::high resolution::fixed severity::normal status::closed type::enhancement labels
