tb-manual: translate topics
topics are not supported by the lektor-i18n plugin (yet!) so they need to be translated by hand.
Right now they only are a symlink to topics+en.ini, which is a file that needs to dissapear too because we are dropping en in favor of en-US.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
