Jump list commands in Windows do not function

When right-clicking on running instance of Tor Browser in the task bar options to 'Open new tab', 'Open new window', and 'New private Window'. However, none of these options work and when selected a dialog box pop's up saying 'Tor Browser is already running, but is not responding. The old Tor Browser process must be closed to open a new window.' The original Tor Browser window works as expected.

If I had to guess, these options normally work by invoking a new instance of firefox.exe and we've logic in there preventing that (since this same dialog appears if you try to run the 'Start Tor Browser' shortcut twice).

These options should either be fixed or completely removed. If they are fixed, the 'New Private Window' option should be removed as all Tor Browser windows/tabs are private.

To upload designs, you'll need to enable LFS and have admin enable hashed storage. More information
