StaleDesc flag missing from spec

Hi network team. Tor now emits a new 'StaleDesc' flag...

I rely on the dir-spec to know the enumeration of consensus flags and what they mean. In this case though we forgot to add it. Mind adding a description of it to the following?

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
