Post-YE campaign clean up

After the YE fundraising campaign we need to remove the banner from Tor Browser and figure out what to have instead.

The proposal so far is to remove the banner altogether and add a link to

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
