buster-amd64 is missing from debootstrap-image

With the changes from #29235 (moved) we removed buster from projects/debootstrap-image/config.

However buster is still used in projects/tor-browser/config for the android-armv7 build.

added GeorgKoppen201902 TorBrowserTeam201902R component::applications/tor browser owner::tbb-team priority::very high resolution::fixed severity::normal status::closed tbb-rbm type::defect labels
