Add a spinning onion as animation during bootstrap
We tried hard to add a spinning onion as bootstrap animation in #28329 (moved) but failed there. Still, it would be neat to have it as eye candy for 8.5.
To upload designs, you'll need to enable LFS and have admin enable hashed storage. More information
