Add cbindgen project for building Firefox 68 ESR

We need to provide cbindgen for compiling Firefox. Right now it looks like we want to use 0.8.6, but actually whatever makes it into ESR 68.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
