Repair "See Your Security Level" onboarding button

TBB 8.5 update from 8.0.9

Onboarding dialog, "Security" pane has a grey button, "See Your Security Level". Clicking it opens a 404 Not Found to https://tb-manual.torproject.org/security-settings.html

I guess it was supposed to be https://tb-manual.torproject.org/security-settings/

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
