Consider running tor's stem CI job in --target ONLINE mode, maybe with chutney
We run some of stem's jobs in online mode, we could do the same with tor to increase coverage.
Using chutney for our network could be more reliable, but it would also take more time to implement.
Setting as sponsor 31 can, because we use these jobs to make sure our refactoring works.
