Release CollecTor 1.10.0
We should release CollecTor 1.10.0 in order to get #29461 (moved) deployed.
This ticket mainly documents that this release is happening, as we removed the review step from the release process.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
