Valid flags should only apply for naming authorities?

Right now authorities mark servers as valid unless they manually decide not to.

Part of the goal of the 'naming' flag for authorities is to specify whether they want to futz with their configuration and express opinions, or just leave it to run.

I think we should make clients decide whether a server is valid based on a majority of naming authorities, rather than a majority of all authorities.
