Vidalia should be able to use __OwningControllerProcess and TAKEOWNERSHIP

In order to implement #3462 (closed), Vidalia will need to be able to use the __OwningControllerProcess option and the TAKEOWNERSHIP control-port command.

When Vidalia is configured (using a line in its configuration file) to ‘own’ a Tor process, it should not display the control-port authentication options in its ‘Settings’ window.
