Teach Vidalia to connect to a Control Port over TLS

In reference to #3501 (moved) - Vidalia needs to learn how to talk to a Control Port over TLS. It seems best to use a TOFU trust model.
In theory this means that Vidalia would then be a safe desktop controller though perhaps needs a bit of a "Setup Wizard" before it would be ready for prime time.
