"foo" is not a sensible bootstrap problem

Once prop176 is merged (see #4125 (moved) there), we should fix this:

        control_event_bootstrap_problem("foo", END_OR_CONN_REASON_OR_IDENTITY);
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
