get datagram-transport pdf source into svn/git

We should get the tex, pictures, etc for that into Tor svn, so other people can make use of it.
Sticking it all in a subdirectory of https://svn.torproject.org/svn/projects/performance/ sounds like a fine plan, if we don't find a finer plan.
To upload designs, you'll need to enable LFS and have admin enable hashed storage. More information
