Aggressive reconnection attempt when using Tor Client with Socks

For the reason explained on ticket https://trac.torproject.org/projects/tor/ticket/6287 this ticket propose the improvement of the reconnection attempt logic of a Tor client when using a Socks or Http Proxy server to connect to the internet and thus to the Tor network.

Free socks server are often reliable and by empirical experiments with proxychains, it happen that it's required to make 3-4 connection attempt in order to successful use a specific socks server.

This ticket propose to reconnect quickly, in a slightly more aggressive way, in case a connection to a Socks or Proxy server of Tor Client fail for whatever reason.

This could improve the use experience when using Socks server to connect with a Tor Client.

To upload designs, you'll need to enable LFS and have admin enable hashed storage. More information
