Release Tor alpha version with IPv6 enhancements performed for sponsor G

We promised a "released version of Tor (including packages) with support for IPv6 clients to first relay."
We'll have to include the following patches in this release:
- #4563 (moved)
- #4564 (moved)
- #4565 (moved) (optional)
Please note #6374 (moved) which is similar to this ticket. That ticket is about releasing an alpha version with pluggable transports enhancements performed for sponsor G. It probably makes sense to make one release containing all new sponsor G features.
The timeline is that patches should be ready for review by September 1 and that tested packages should exist by September 14. The external deadline is September 30.
