Extend Pyonionoo to provide network and Torperf statistics

Once we extended Pyonionoo to provide statistics on daily users (#7154 (closed)), we should move over the remaining statistics from metrics-web. These include network statistics (e.g., "Relays and bridges in the network") and Torperf statistics (e.g., "Time to download files over Tor"). Main reasons would be to make the code easier to maintain and to find more people to work on statistics code than we have now. While migrating this code to Python, we should step back re-think what statistics we want to provide.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
