Design a system for tracking bridge assignment metrics.
We may want to evaluate bridge allocator strategies (#7524 (moved)) as part of building a social distributor for BridgeDB (#7520 (moved)).
If so, we should determine what metrics would be useful, how they can be collected safely, and how BridgeDB might export them.
