Descriptor parser should strip @type annotations

At least a couple times now people have been confused because a descriptor module's parse_file() function chokes on a @type annotation.

I really didn't intend for folks to use parse_file() as they are, but since this seems to be a common gotcha we should probably account for the annotation (and change to docs to emphasize the DescriptorReader).

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
