Tor is unable to find my DNS and exits on startup

Version 2.1.5 is unable to start on my german WinXP SP3. The log looks this way:

Version 2.1.4 (or earlier) do start up normally. As far as I can see there is no other programm that has any issues with my DNS, everything works fine.

I will upload the HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Tcpip from my registry shortly.
