Create Tor Cloud obfs3 images

We have Debian packages and instructions (https://www.torproject.org/projects/obfsproxy-debian-instructions.html.en) for how to set up obfs3 bridges. I should update the Tor Cloud images to be normal, obfs2, and obfs3 bridges.

To upload designs, you'll need to enable LFS and have admin enable hashed storage. More information
