bridgestrap is reporting 0 functional bridges on prometheus metrics

After the bullseye upgrade in polyanthum bridgestrap is reporting 0 in bridgestrap_fraction_functional, but is testing bridges and they are functional.

The cache file in polyanthum is empty. There is something weird with bridgestrap cache.

It looks like I was wrong, and bridgestrap is not testing any bridges. It's version of tor doesn't run after the upgrade:

$ ./bin/tor-static
./bin/tor-static: error while loading shared libraries: libevent-2.1.so.6: cannot open shared object file: No such file or directory

I will use the system tor for now, I'm expecting the tor version in bullseye (4.5.10) to bring back #7 (closed). Let's ask TPA to get the version from backports.

Yep! For context, bridgestrap needs Tor 0.4.7.1-alpha or later, because it needs the feature added in tpo/core/tor#40209 (closed).

More activity in ticket tpo/tpa/team#40758 (closed), which with luck will also be able to close #17 (closed).
