AFAIK Right now is not used by anybody. When bridgedb#40025 (closed) gets deployed the map will be used by rdsys to provide the right configuration to Tor Browser (and others) over moat. The map is also distributed by moat, applications should use the API.
BTW, I should update the state-of-censorship repo with the new format we've being working in rdsys#64 (closed).
