json state-of-censorship should include Snowflake lines

Currently https://gitlab.torproject.org/tpo/anti-censorship/state-of-censorship/-/blob/main/state-of-censorship.json has no mention of Snowflake. We should fix that! :)

The new proposed format does have snowflake. But only info about bridges (the old one had info about websites, dir auths, ...), we decided to go that path as it was the only information that mattered for the use case of TB, but is easy to modify.

How do we feel about replacing the state-of-mcensorship.json with the new format? Do we care about the non-bridge information? Should we add the non-bridge information to the new format?

I'm archiving the state-of-censorship for now and use the circumvention.json as a replacement.
