fix $VERSION

PBielefeldt requested to merge PBielefeldt/docker-snowflake-proxy:fix-version-env into main

The tags for snowflake follow the usual scheme of "v.", but the clone command in the Dockerfile omits the leading "v". Also, the documentation is not accurate about what "VERSION" should mean.
