Update ACCEPTED_HOURS_OF_FAILURE to account for rdsys expiry time

Changes the ACCEPTED_HOURS_OF_FAILURE value to account for the number of hours before a resource that is passing tests in rdsys would be retested. Discussion in #48 (closed)
