Hyper v1 and Reqwest 0.12 upgrade

The hyper crate made a major upgrade from 0.14 to 1.0 a few months ago which has a high likelihood of impacting any other crates that are related/touch hyper (reqwest, http, etc.). The upgrade has many breaking changes that impact the lox-distributor. This MR upgrades the hyper crate to v1 and the reqwest crate to 0.12. It also closes !82 (closed) and !150 (closed).
