Add metrics to lox distributor

Addressing #24 and #29 (closed), MR adds prometheus metrics to the Lox distributor in order to measure Lox usage. Some discussion or ideas about how we can best collect metrics or what metrics are most desirable to collect given the zero-knowledge nature of the Lox protocols can happen on this MR or #24.
