Hackweek: Fixup and add comments, README to Lox Library

Day 2 of adding and fixing up documentation for Lox as part of (hackweek)[tpo/community/hackweek#20 (closed)]. This involved adding and fixing up comments for the Lox library and it's README as well as removing some useless left over comments from Cargo.tomls in other crates. Since we have deployed a distributor, the lox-distributor documentation should include information in the sample config that is relevant for an actual deployment, but we should also include instructions for testing locally.
